We provided an answer to\u00c2\u00a0this question in completing a recent project on <a href=\"https:\/\/www.ced.org\/childcareimpact\" target=\"_blank\"><strong>child care at the state leve<\/strong>l<\/a> for the Committee for\u00c2\u00a0Economic Development (<a href=\"http:\/\/www.ced.org\">ced.org<\/a>). What did we find?<\/p>\n<p style=\"text-align: left;\">At the state level,<strong> enrollment in paid care varies from a low of 15.9 percent in both Utah and West Virginia to a high of 37.2 percent in North Dakota<\/strong>.\u00c2\u00a0<strong>Thirty states<\/strong> have a share of children in paid care between 20 percent and 28 percent, a fairly narrow range extending roughly 4 percentage points above and below the 23.8 percent national share. <strong>Ten states<\/strong> have a share below 20 percent, while ten have a share above 28 percent.<\/p>\n<p style=\"text-align: left;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-6067 aligncenter\" src=\"https:\/\/www.regiontrack.com\/www\/wp-content\/uploads\/potw_1_20160207-1-e1454798381858-1024x705.png\" alt=\"potw_1_20160207\" width=\"756\" height=\"521\" \/><\/p>\n<p style=\"text-align: left;\">The five states with the <strong>lowest rates of paid care<\/strong> include Utah (15.9 percent), West Virginia (15.9 percent), New Mexico (17.0 percent), Arizona (18.5 percent), and Hawaii (18.8 percent). Other states use a significantly higher share of paid care, often at more than twice the rate of the lowest usage states.<\/p>\n<p style=\"text-align: left;\">The <strong>highest overall usage rates<\/strong> are found in North Dakota (37.2 percent), South Dakota (36.9 percent), Nebraska (36.2 percent), Minnesota (35.8 percent), Vermont (34.0 percent), and Iowa (32.0 percent). <strong>Most of these states are located in the upper Midwest<\/strong> and generally have much-higher-than-average usage rates for both preschool and school-age children.<\/p>\n<p style=\"text-align: left;\">The <strong>table below details\u00c2\u00a0estimates of the share of children ages 14 and under in paid child<\/strong> care in each state, including a breakout of the totals for both preschool and school-age children.<\/p>\n<p style=\"text-align: left;\">Usage rates for <strong>preschool children ages 4 and under<\/strong> are the most variable across the states. While the national share of preschool children in paid care is 31.4 percent, state rates range from a low of 8.1 percent in Maine (only about one in twelve) to a high of 51.1 percent in North Dakota (one of every two).<\/p>\n<p style=\"text-align: left;\">For the 20.5 percent of s<strong>chool-age children<\/strong> (ages 5 to 14) in paid care nationally in the CPS survey, usage rates fall within
